SCE/Local 47 Wage and Non-Wage Economic Bargaining Begins

WAGE AND NON-WAGE ECONOMIC BARGAINING BEGINS

The first day of bargaining involving the SCE Working Agreement and Standalone SCE agreements for Surveyors, Air Operations and Logistics began at the Doubletree Hotel in Santa Ana.  These negotiations are for contract extensions for 2018 and 2019 and are for Wage and Non Wage economic INCREASES only.

Attending for SCE were Steve Crowell (Manager of Labor Relations), Jenny Sievers (Edison Law Department) and Greg Ferree (Vice President T&D).

For the Union, Edwin Rodgers (CMA Alhambra), Greg Brown (Lineman Redlands), Jeff Statom (Troubleman Huntington Beach), Terrance Bynum (Troubleman Long Beach), Tyrone Chamois (Lineman Ontario), Pat Lavin (Business Manager) Mitch Smith and Mike Moore (Local 47 Staff).

The day began with the Company proposing their ideas on wages and on non-wage economic items. 

The following are the proposals they passed across the table.  The BOLDED are the Union’s counter proposals:

  1. Results Sharing – Company has no interest in changing current formula.  Union - (Increase participation).
  2. Company - Increase Wages across the board by – 2.5% effective January 1, 2018 and 2.5% effective January 1, 2019 Union – 5.5% and 5.5%
  3. Fixed Meal Allowances – Company $18.50 – Union - Increase to $19.80 (Currently $18.00 per meal)
  4. Shift Differentials – Company (swing shift) increase to $1.44 – Increase (Graveyard Shift) Differential $1.65 per hour.  Union increase differentials to $1.54/$1.70 per hour (Currently Swing $1.40, Graveyard $1.55 per hour)
  5. Leadman Differential – Company Increase to $1.65.  Union - Increase differential to $1.76 per hour (Currently $1.60 per hour)
  6. Direct Job Site Reporting – Company – Increase Zone 1 to $15.50 and Zone 2 to $26.00 per day.  Union increase to $16.50/$27.50 (Currently $15.00/$25.00)
  7. Fixed Expense (CFF, Trans/Subs, Transportation Services) – Company showed no interest in increasing.  Union – Increase Zone 1 $110.00 per day and increase Zone 2 to $210.00 per day (Currently $55.00/$105.00)
  8. Article XIV C Section 5 - (Days off return home allowance – Company -Increase to $26.00 each way ($52.00 per day).  Union – Increase to $27.50 each way ($55.00 per day, Currently $25.00 each way $50.00 max for each day off period)
  9.  Article XIV C Section 7 – (In lieu of board, lodging and transportation – Company - Increase to $52.00 per day.  Union – Increase to $55.00 per day (Currently $50 per day)
  10.   Article XIV Section 9 (In lieu of lodging) – Company - Increase to $52.00 per day.  Union – Increase to $55.00 per day (Currently $50.00 per day)
  11.   Catalina Island Travel Allowance – Company increase to $1000 per month.   Union - Increase to $1400.00 per month (Currently $950)
  12.   Climbing and Safety Tools Allowance – Company – No change.  Union -Increase to $825 max ceiling and $110 annual allowance (Currently $750 ceiling and $100 annual allowance)
  13. Safety Shoes – Company – No change.  Union increase to $165.00 annual allowance (Currently $150 annually, with no rollover)

The above Union proposals represent a 10% increase to all of the various economic items with the exception of Results Sharing, Fixed Expenses and Catalina Travel Allowance.

Numerous counter proposals were created during the morning and afternoon hours (10 to be exact) between the parties.  By the end of the day temporary agreements to all line items with the exception of wages for 2018 and 2019, Results Sharing and all overtime paid at the double time rate.

The following are the economic proposals that conditional agreements have been reached with the Company:

The parties agreed to meet next Tuesday, September 12th to discuss the remaining items on the table.  Currently on Wages the Company is at 2.50% for both years and the Union is at 4.5% for both years.  In addition, the Union is seeking either a Signing Bonus or an early effective date of October 1st for the yet to be determined wage increase.   

Please keep in mind that the Consumer Price Index (CPI) for 2017 has been running at less than a 2.5% annual pace.   In addition, we are following very closely the Edison PUC General Rate Case (GRC) dealing with the Labor Escalator encapsulated therein. That portion for 2017 in the GRC was 3.03% and our contractual GWI was 3.25%.

In 2018 the proposed labor escalator is 2.82% and 2019, 2.79%. We want to make sure our members and Edison employees that we represent get every bit of what we lobby very hard for with the CPUC.

We will put out another bulletin board notice after bargaining next Tuesday.  So stay informed.
